HISTORY

St. Patrick’s Hall was built, mostly by voluntary labour, in difficult economic times.
It was opened in 1945 and served the local community very well for the next forty
years. It was the centre of most community activity, providing meeting rooms for
a variety of different organisations, as a venue for both amateur and professional
drama and as a leading dance venue in North Clare for three decades. It housed the
local library until the new library building opened in the 1980’s and was used as the
Corofin National School in the 1950’s while nearby Scoil Mhuire was being built. It
was a venue for most parish functions and also supported almost every activity happening
in the adjoining sports-field. It’s popularity as a dance venue waned in the
1970’s as music became popular in lounge bars and although other community activities
continued to be held there until relatively recently the condition of the building
has been in decline for the past thirty years. It is now in a dire state and will continue
to deteriorate further unless the problems are addressed.

BACKGROUND

Very little activity has been happening in the hall over the past decade. Yes, the Dramatic
Society and a few others have soldiered on, but most other groups have opted
to hold meetings and events elsewhere , in more modern facilities, which offer a degree
of comfort no longer available in the hall. Parish functions for the most part have
been taken out of the village as the hall continued to die. As the level of community
activity in the hall decreased dramatically so the building became a target for vandalism
and this has been a serious issue for a number of years. Parts of the building,
such as the toilet blocs and building at the rear of the hall are crumbling with gaping
holes in the roof. The heating system gave out last winter. Urgent action is required,
but short-term remedial action is not the answer.

COMMUNITY

Not many people realise that there are around 50 community and voluntary organisations
in the parish. A small number of these have developed their own facilities
over the years and are to be commended for doing so. However none have access
to a venue where a major function can be held and the vast majority have no facilities
at all. It is ironic that at a time when the hall was becoming uninhabitable the
population of the village and surrounding areas has been dramatically increasing.
This can be evidenced by the number of new housing developments which have
sprung up over the past ten years. The need for a Community Centre which can
cater for all existing organisations and lead to new groups being established is more
important than ever. The development which is now being proposed will provide a
centre which will serve the needs of the community for many decades to come. It is a
daunting project for CHAF to take on, but with the support of the entire community
it will be worth the effort.



WHO IS CHAF?

In 2005 and 2006 a number of community meetings were held with representatives of
all of the main local voluntary organisations, in order to discuss the future development
of St. Patrick’s Hall. A questionnaire was issued to all households in the community
seeking their views on what facilities should be provided and on the general
approach to redeveloping the building. There was overwhelming support for the
development of a modern community centre, while the majority favoured maintaining
the general existing structure of the hall. A committee, known as the Hall
Management and Development Committee, was formed, drawing members from
different organisations and they met on a regular basis to explore ways of addressing
the issues involved. While few avenues of funding were open to the committee it
was agreed that the group needed to form a legal structure if they were to have any
success in dealing with the local authority, state agencies or other funding bodies.
In November 2006 CHAF Ltd. [Corofin Hall & Field] was incorporated. The original
officers were: Chairman; Gerard Kennedy, Secretary; Dolores McKey and Treasurer;
Christina Grant. In recent times Tom O’Flaherty has taken over the role of Treasurer.
Other directors of the company are, Paddy McMahon, Val Egan, Edel Cassidy and
Nora Fitzgerald. They are supported by a committee of around fifteen others all of
whom are involved with local organisations interested in the redevelopment of the
hall. New volunteers are always welcome! A secondary objective of CHAF is to sort
out the current situation with the adjoining sports-field and so its Mission Statement
is “To manage and develop the hall on behalf of the parish and to manage the sports-
field on behalf of the local community”.

ACHIEVEMENTS

• 2006 CHAF Incorporated

• 2007 Met with Diocesan Trust and agreed that 99 year lease would be
signed subject to project proceeding

• 2007 Engaged Leahy Conway Architects to draw up plans for the
redevelopment, based on the needs identified in the community survey of 2006

• 2008 A successful planning application was made to Clare County Council

• 2008 A number of high-profile fundraising events organised

• 2009 Parish Leadership offered €100,000 to the redevelopment, partly as grant
and partly as loan

• 2010 Public tender process undertaken in order to establish development costs.
Fit out costs also estimated.

• 2010 Negotiated successfully with Clann Credo for loan funding

• 2010 Made an application to Clare Local Development Company for
LEADER grant-aid

• 2011 Successfully applied to the Revenue Commissioners for Charitable Status

• 2011 In October LEADER grant-aid of €300,000 was approved.

UPGRADING & REFURBISHMENT

In addition to the demolition and construction work involved in adding the new extensions the
following work will also be undertaken:

Replace all existing doors and windows•

Undertake any necessary roof repairs•

Install new heating system•

Upgrade electrics•

Infill area under main hall floor, repair and restore hall floor•

Refurbish meeting rooms•

Provide disabled access throughout•

Install rainwater harvesting system & energy saving devices where possible•

Insulate building where practical•

Interior & exterior painting & decorating•

New security systems•

BUILDING FIT-OUT

The €700,000 estimated redevelopment cost includes both construction and fit-out of the
building. The level of fit-out will depend on the availability of funds when the construction
project is completed and might have to be done on a phased basis over the next couple of
years.

TIME-FRAME

While there are a number of issues to be addressed before work can commence on the project
it is expected that the development will commence in the first quarter of 2012 and be completed
before the end of the year.



HALL DEVELOPMENT PLANS



PUBLIC PROCUREMENT

As part of the LEADER grant application process CHAF was obliged to go to Public Tender
on the construction and refurbishment project. The tender was advertised on the national E-
Tenders website and ten building contractors each submitted tenders. Most were from Clare
with one each from Cork, Tipperary and Galway. The following are the tenders which were
received:

The lowest tender received was that submitted by Galvin Construction, Ennis. In line with
Public Procurement Procedures and LEADER guidelines, and subject to final confirmation of
project funding, a fixed contract for the construction and refurbishment of St. Patrick’s Hall
will be drawn up between CHAF Ltd. and Galvin Construction.



PROJECT MANAGEMENT

Michael Dillon, Consulting Engineers, Ltd. has worked with CHAF on the specifications and
process for Public Tendering and on the LEADER grant application over the past year. He
has offered his services free of charge and his expertise and involvement has been invaluable.
He has advised on and conducted the Public Tendering process on behalf of CHAF, including
corresponding with each of the tendering contractors. The tenders received were opened at the
offices of Michael Dillon in Ennis on November 8th 2010 in the company of Michael Dillon,
Gerard Kennedy and Dolores McKey. The list was compiled in order of cost and signed off on
by Michael Dillon and Gerard Kennedy.

CHAF made an agreement with Michael Dillon, Consulting Engineers Ltd. that subject to
the funding being secured for the project that they would be appointed to project manage the
development on behalf of CHAF at an agreed cost.

PROJECT FUNDING

The following is the breakdown of funding for the project:

LEADER Grant €300,000.00

Parish Leadership €100,000.00

Clann Credo Loan €200,000.00

Own Resources € 10,000.00

Additional Fundraising € 90,000.00

TOTAL €700,000.00

The funding from the Parish Leadership is by way of €40,000 grant and €60,000 interest-
free loan.

The Clann Credo loan will be repaid over a period of 10 years and will be funded by
a ‘500 Club’ draw.

The amount of additional fundraising required will depend on how much of the hall
fit-out can be completed with existing funds. Other funding options are open both to
CHAF and to organisations who will use the building.

ABOUT CLANN CREDO

Clann Credo provides affordable loan finance to community, voluntary and charitable
organisations throughout Ireland and abroad. From modest beginnings in 1996,
which saw Clann Credo pioneer the concept of social finance in Ireland, the organisation
is now the country’s leading provider of social finance. In 2010 Clann Credo approved
in excess of €10m in loans and expect to double this figure annually by 2016.
They are committed to make finance available to groups and enterprises that strive
to improve their communities.

LET’S MAKE IT HAPPEN

CHAF wants to turn St. Patrick’s Hall into a modern Community Centre, a facility
which all organisations and individuals in the community will see as ‘their space’.
CHAF is committed to the proper management and maintenance of the building in
the future. Yes there will be charges to use the facilities but these will be kept to a minimum.
What’s important is that there will be activities happening there both during
the daytime and evenings and at all times of the year. It will be a venue for events and
functions and in itself offer fundraising opportunities for many local voluntary organisations.
CHAF itself will need to run a number of high-profile fundraising events there
in order to cover ongoing maintenance and also to meet it’s general loan obligations. In
order to service the Clann Credo loan a ‘500 Club’ is being organised [details overleaf]
which will commence in January 2012. We need the support of the entire community to
see the project completed. We appeal to everyone to join the ‘500 Club’. Perhaps family
members or friends at home or abroad would also be encouraged to join.
